It has been said that once it is recognized that freedom must be limited, the whole principle of freedom breaks down, and the question what limitations are necessary and what are wanton cannot be decided rationally, but only by authority. But this objection is due to a muddle. It mixes up the fundamental question of what we want from a state with certain important technological difficulties in the way of the realization of our aims.
