Senate “holds,” traditionally used to delay a floor debate for up to a week to allow senators extra time to prepare, became “indefinite or permanent vetoes.” A stunning 385 filibusters were initiated between 2007 and 2012—equal to the total number of filibusters in the seven decades between World War I and the end of the Reagan administration.
