There is entire list of technical violations that should never meet the threshold for a traffic stop. Driving without a seatbelt, a busted taillight, expired registration, failure to come to a complete stop, modest levels of speeding, and a long list of other violations of the law do not rise to the level of requiring immediate police contact. These infractions need to be enforced, but that enforcement should happen electronically without direct contact.
