There is entire list of technical violations that should never meet the threshold for a traffic stop. Driving without a seatbelt, a busted taillight, expired registration, failure to come to a complete stop, modest levels of speeding, and a long list of other violations of the law do not rise to the level of requiring immediate police contact.
