The new policy document provided a retroactive rationale for the huge increases in covert funds forced into the Afghan program late in 1984 by Charlie Wilson. It also looked forward to a new era of direct infusions of advanced U.S. military technology into Afghanistan, intensified training of Islamist guerrillas in explosives and sabotage techniques, and targeted attacks on Soviet military officers designed to demoralize the Soviet high command.
