The main hindrance to development among emerging economies lies in their ability to execute a complex, coordinated and long-term economic strategy. We would go so far as to say that emerging economies that cannot transform themselves into advanced economies fail not because of the so-called middle-income trap but because of an administrative trap. The predictions of Desmet et al., while inspiring, are conditional on the development of the stock of administrative capital which these economies lack.
