Norm Stamper, a police officer for thirty-four years and former chief of the Seattle Police Department, has written that there isn’t a major police force in the country “that has escaped the problem: cops, sworn to uphold the law, [are] seizing and converting drugs to their own use [and] planting dope on suspects.”
