The War on Drugs appears to be a law-and-order program, but its administration focuses on black men. And the resulting conditions of black men are used as examples to discourage other government funding. Even though people generally avoid racial language today, the persistence of race prejudice can be seen in the birther movement that attacked President Barack Obama’s legitimacy and the hateful responses to his debut on Twitter.
