The 1932 report included this assessment: The Negro … is lower in the scale of evolutionary development than the white but the important point is not the question of inferiority but the fact that the black race is different from our own … The Race is characterized by the greatest fecundity of all the races and by the urge to mate in a corresponding degree.91
