The sensible Progressive Era reforms were scrapped by Jimmy Carter in the name of, you guessed it, “ending discrimination”—in this case, discrimination between well qualified applicants and everyone else. That reversal should be reversed. Restore a sensible and rigorous civil service selection and advancement process. Make bureaucracy competent again.
