It is thus at least possible to imagine red states and counties effectively carving out something like a millet system for themselves over and against federal opposition. Call it “federalism-or-else.” The wiser and cooler among the ruling class might resign themselves to an informal understanding under which federal authority quietly, never explicitly, but unmistakably eases back from red America so long as no part of red America moves toward open rebellion or outright secession.
