If largely unknown today, Offie remains one of the most unlikely and intriguing figures ever to reach a position of prominence in the American government, a consummate charmer, schemer and scoundrel who earned the nickname the Royal Dwarf for the behind-the-scenes power he wielded. Making his modern-day anonymity more surprising is that most everyone even peripherally connected to the American intelligence world of the late 1940s seemed to have a favorite Carmel Offie story, a distinct Offie memory.
