The OPC director was also enough of a bureaucratic infighter to divine that Offie was only the surface target of McCarthy’s attack. The real target was himself and the OPC, the move against Offie the opening gambit in an effort by McCarthy and Hoover and whoever else rallied to their flag to cut away at the Office of Policy Coordination in any way they could.
