He discovered that “many American states even go so far as to require by statute segregated facilities for coloreds and whites in waiting rooms, train cars, sleeping cars, street cars, buses, steamboats and even in prisons and jails.” In Arkansas, he noted, the tax rolls were segregated. He later remarked that, given the “fundamental proposition of the equality of everything that bears a human countenance, it is all the more astonishing how extensive race legislation is in the USA.”
