This is just hogwash. They supposedly where given access to confederation technology. And their manufacturing base could be expanded rapidly and easily. It’s just not a problem. The author obviously wants earth involved with other species, and has created a sad excuse to accomplish it. I imagine it wouldn’t take that long to create a ship with all the production capabilities they need. In fact an argument could be made that the ships in Andromeda are such ships
