Because neurons need oxygen to survive, and the blood carries oxygenated hemoglobin, we can trace the flow of blood in the brain too. We make the assumption that neurons that are actively firing will need more oxygen than neurons that are at rest, and so those regions of the brain that are involved in a particular cognitive task will be just those regions with the most blood flow at a given point in time.
