When agile teams reach the borders of the non-agile portion of the organization, they will eventually get stuck and be unable to reach their goals. This might make placing the blame easier but isn't the least bit helpful to the company or its customers.
Agile is only ever a local optimization. For business agility, you need to look at the entire organization, system and culture.
