The arsonists were not experienced in the method and scale of crime that they were perpetrating. The investigators previously had not been involved in this type of investigation. Yes, we were all experienced investigators, but there still was a learning curve relating not only to arson investigations per se, but also to a serial arson investigation of this unique nature.
