The restoration of what was, in effect, the Confederate political hierarchy in the South set the country on a path that paired the power of white supremacy with the power of political transactionalism. Even when national Democrats weren’t led by revanchist racists, the South was left to the warlords for the same reason territories are often left to warlords: it served the interests of those in power.
