UN Secretary-General António Guterres did not mince words in 2018 when he called for a ban on “killer robots,” saying, “Let’s call it as it is: The prospect of machines with the discretion and power to take human life is morally repugnant.”26 But, as is the case of cyberweapons, the world’s leading military powers have resisted new international rules that would limit their technology development.
