Known as I-Squared, the bill adopted the basic formula we had proposed while also addressing the critical shortage of green cards for certain key countries and making other overdue reforms. Most of its provisions made their way into the comprehensive immigration bill passed by the Senate in 2013, only to languish in the House of Representatives.
