One could look at these facts and conclude the public’s historical and civic knowledge is no worse than its literacy. Yet such optimism overlooks a key point: knowing half a subject’s basic facts does not make you “halfway proficient.” If you know only half the letters in the alphabet, you are illiterate. Why?
