The ruling elite who describe the public sphere are the ones who are in fact empirically bankrupt. Their knowledge is limited to the well-known and oft-repeated examples of Mayawati, former president K.R. Narayanan, President Ram Nath Kovind and the emerging Dalit capitalist enterprise Dalit Indian Chamber of Commerce and Industry (DICCI) as proof of their claims of Dalit emancipation.
