We have been here before, implementing policies that do a huge amount of harm in the name of climate change. Twenty years ago, a craze for biofuels swept rich countries, with global production quintupling in the first decade of this century. Biofuels are created with crops rather than fossil fuels, so in principle they do not increase carbon dioxide emissions. Rich countries hurried to institute targets to promote more biofuel use to help cut carbon emissions.
