Roosevelt, on Monday evening—early Tuesday in England—gave his State of the Union Address, in which he presented his lend-lease plan to Congress, declaring that “the future and the safety of our country and of our democracy are overwhelmingly involved in events far beyond our borders.” He described a world to come that would be founded upon “four essential human freedoms”: speech, worship, and freedom from want and fear.
