Here, as in other speeches, Churchill demonstrated a striking trait: his knack for making people feel loftier, stronger, and, above all, more courageous. John Martin, one of his private secretaries, believed that he “gave forth a confidence and invincible will that called out everything that was brave and strong.” Under his leadership, Martin wrote, Britons began to see themselves as “protagonists on a vaster scene and as champions of a high and invincible cause, for which the stars in their courses were fighting.”
“We shall go on to the end,” he said, in a crescendo of ferocity and confidence. “We shall fight in France, we shall fight on the seas and oceans, we shall fight with growing confidence and growing strength in the air, we shall defend our island, whatever the cost may be. We shall fight on the beaches, we shall fight on the landing grounds, we shall fight in the fields and in the streets, we shall fight in the hills; we shall never surrender—”
The “Battle of France” was over, he said, adding, “I expect that the Battle of Britain is about to begin.” At stake was not only the British Empire but all of Christian civilization. “The whole fury and might of the enemy must very soon be turned on us. Hitler knows that he will have to break us in this island or lose the war.”
The average age of a Luftwaffe fighter pilot was twenty-six; his RAF counterpart, twenty.
When the war in Europe began, the U.S. Army had only 174,000 men, equipped with obsolete weapons, including Springfield rifles that dated to 1903.
The military leaders Harriman spoke to expressed skepticism and seemed unsure of Churchill’s competence. “Such remarks are made as, ‘We can’t take seriously requests that come late in the evening over a bottle of port,’ which, without mentioning names, obviously refers to evening conversations between Hopkins and Churchill.” The skepticism Harriman encountered in Washington now made his task clear, he wrote. “I must attempt to convince the Prime Minister that I or someone must convey to our people his war strategy or else he cannot expect to get maximum aid.” —
Acknowledging that one year, “almost to a day,” had passed since his appointment as prime minister, he invited his audience to consider all that had occurred during that time. “When I look back on the perils which have been overcome, upon the great mountain waves in which the gallant ship has driven, when I remember all that has gone wrong, and remember also all that has gone right, I feel sure we have no need to fear the tempest. Let it roar, and let it rage. We shall come through.”
By now, what had long been clear to Churchill was also clear to Harriman: that Britain had no hope of winning the war without the direct intervention of the United States. Harriman understood that it was his own role to serve as a lens through which Roosevelt could see beyond censorship and propaganda into the heart of Britain’s war-making architecture.
In all, Beaverbrook offered his resignation fourteen times, the last in February 1942, when he was minister of supply. He resigned rather than take on a new post as minister of war production. This time Churchill did not object, doubtless to Clementine’s delight. Beaverbrook left two weeks later. “I owe my reputation to you,” he told Churchill in a letter on February 26, his last day. “The confidence of the public really comes from you. And my courage was sustained by you.” He told Churchill he was “the savior of our people and the symbol of resistance in the free world.” Churchill replied in
