A cloak of “legality” was given to the arbitrary arrests and the incarceration of victims in concentration camps. The term was Schutzhaft, or “protective custody,” and its exercise was based on the Law of February 28, 1933, which, as we have seen, suspended the clauses of the constitution which guaranteed civil liberties.
