It is in Russia’s own interest therefore that she should have plans ready to help both Poland and Rumania should these countries be invaded. If the Russians propose that the British and French governments should communicate to the Polish, Roumanian or Baltic States proposals involving co-operation with the Soviet Government or General Staff, the Delegation should not commit themselves but refer home.
