In view of this situation it was decided that submarines in the Atlantic would spare all passenger ships without exception and refrain altogether from attacking the French, and that the pocket battleships Deutschland in the North Atlantic and the Graf Spee in the South Atlantic should withdraw to their “waiting” stations for the time being.
