The dilettante Papen, who had been rudely shoved to the sidelines by Hitler and Goering but who was still nominally Vice-Chancellor and still enjoyed the confidence of Hindenburg, summoned enough courage to speak out publicly against the excesses of the regime which he had done so much to foist on Germany.
