Secretary Hull learned immediately of this new German pressure, thanks to “Magic,” as it was called, which since the end of 1940 had enabled the American government to decode intercepted Japanese cable and wireless messages in Tokyo’s most secret ciphers—not only those sent to and from Washington but those to and from Berlin and other capitals.
