In 1898, progressive officials, journalists and democrats, led by the reformer Kang Youwei, began a ‘Self-Strengthening Movement’, and the young emperor had sided with them. But the Hundred Days’ Reform (11 June–21 September) was quashed by the conservatives, led by the ‘Mother Empress Dowager’, and from that moment the emperor had become a prisoner of the state.
