Phoenix Program with the assistance of Australia and the South Vietnamese government in 1968. The goal was to “neutralize” the enemy’s administration through persuasion or assassination. This meant murdering civilians, not waging war. The military drew up blacklists and went hunting for its targets. Operation Phoenix killed tens of thousands of bureaucrats and unarmed people.7
