The Agency sent agent Tim Hogan under “deep cover,” and he began “organizing farmers and labor.”27 Kennedy’s administration initiated a “counterinsurgency” assessment, authored by General William H. Draper Jr., which came to the conclusion that “every effort should be made” to provide US training for the local Army.28
