This added up to nearly a quarter of Indonesia’s population of one hundred million, including children, and nearly a third of the country’s adult registered voters were PKI affiliates.8 They operated openly, in every corner of the country. But at the national level, they relied almost entirely on Sukarno for their influence over policy. They had no other choice.
