During that time his sister, Kathleen Brown, was on the board of directors of Sempra Energy, one of the country’s largest natural gas companies, and owner of San Diego Gas & Electric. Brown actively sought to advance oil and gas interests. In 2011, he fired two state regulators because they were enforcing federal fracking regulations to protect California’s water quality.
