Paul speaks in a similar way when he says that the law was instituted because of sin and functioned as our guardian until the coming of Christ (Gal 3:19-24). This does not mean that the law is bad (Gal 3:21), nor does it dismiss the formative role that the law played on Christian ethics. But it does mean that sometimes the law limits the damage that we do to one another.
