This and my other notes are all indications of somebody writing in a hurry, and of an editor who doesn't know the material. Still, #28 is a lot better than #27

plugging a lamp into each outlet to make sure it was operable. Outlet caches were currently fashionable among the crooked.
Here's another example of poor search technique-- there is plenty of room behind or beside a life outlet, in the utility box, for some sort of cache. Testing for a live outlet proves nothing.

! and Ritter had to keep a picture on his belt? And if so why not T for trap, or P for P trap, which it almost always is. Also surprising to think that a maintenance guy would be authorized, exclusively, to work on it!
