President Trump knew he would face no real opposition from his Republican allies in Congress when he denied Congress’s will and diverted money to build a border wall or blocked congressionally mandated money for Ukraine.10 The Government Accountability Office found that Trump had delayed that money illegally, but his allies in Congress were not concerned that he had usurped their authority.
