In his final remarks at the conclusion of the hearings, Senator Inouye cautioned that a “cabal” of officials who believed they had a “monopoly on truth” was a recipe for “autocracy.” The officials had operated “a shadowy government with its own air force, its own navy, its own fundraising mechanism, and the ability to pursue its own ideas of the national interest, free from all checks and balances, and from the law itself.
