One can understand the repugnance at any suggestion that an attractively dressed woman excites an irresistible impulse to rape, or that culpability in any crime should be shifted from the perpetrator to the victim. But Thornhill and Palmer said neither of those things. They were offering a recommendation based on prudence, not an assignment of blame based on justice.
