Early in my tenure, I visited a brigade headquarters. On the bulletin board were slogans exhorting initiative, like DECIDE THEN ACT! SEIZE THE DAY! and JUST DO IT! These sounded inspiring, reflecting an ethos that valued initiative, until a battalion commander directed my attention to his commanding general’s division-wide order. It prescribed the exact attire required for physical training that every soldier had to wear while working out—including the color of their safety belt.
