The DoD has become keenly interested in industry R&D, both in terms of gaining access to the results of previously funded internal R&D or IRAD as well as exerting “directive authority over how these companies employed their independent research and development funds.”7 The goal is to get industry to spend its R&D resources to develop next-generation products that align with the highest priorities of the DoD.
