By comparison, India has only 700 km. The Indian government now wants to spend US$1 trillion on infrastructure over the next five years. But who will build it? If it is going to be built by Indians, it will take a very long time. It will be much more realistic to franchise it and allow the Japanese, Koreans and Chinese to come in and build them.
