Rather than teaching that one should refuse to raise a matter at all (a notion that contradicts other passages of Scripture), the second line shows that the verse refers to a situation in which the matter was properly disposed of (by rebuke and forgiveness presumably) and ought to be buried forever. The one half of the verse clarifies the other.
