President Jimmy Carter’s administration, working to hold a multilateral Middle East peace conference in Geneva, issued a joint communiqué with the USSR in October 1977. The communiqué broke ground, referring to participation of all parties to the conflict, including “those of the Palestinian people.” A statement made by Carter some months earlier, calling for a homeland for the Palestinians, signaled a different tone in Washington.
