Call it what you want: a Green New Deal, the Great Transition, a Marshall Plan for Planet Earth. But make no mistake: This is not an add-on, one more item on a governmental to-do list; nor is the planet some special interest to satisfy. The kind of transformation that is now required will happen only if it is treated as a civilizational mission, in our country and in every major economy on earth.
