Since President never talked to sisters about these things and only held the elders responsible, some of the elders treated the sisters like an unwelcome temptation or an inconvenient complication, particularly if the sister was attractive. This was probably why Elder Koenig and Clarence treated us like wayward children when all we were doing was picking up investigator referrals. If flirtations impeded the work, so did rules that prevented missionaries from working together in common sense ways and treating each other with respect.
