Under those conditions, the democratic formula and the introduction of wider suffrage machinery weakened the position of the older, non-democratic aristocracy, and greatly aided the newer, capitalist élite. The spread of the democratic formula and the electoral practices were an important, even essential, factor, in the rise of the capitalists to the dominant place in the modern ruling class.
