For Machiavelli, the facts come first; questions are answered by appeal to them as final court. If they disclose that successful rulers lie frequently and break treaties, then such a generalization takes precedence over an opposite law drawn from some metaphysical dogma which states that all men have an innate love of the truth, or from an optimistic, unexamined hope that in the long run truth triumphs over lies.
