When it is accepted that the rulers rule as the mere agents for the will of the masses, then their rule becomes irresponsible. The rulers are no longer personally accountable for their actions: they may go to war, persecute, steal, violate freedoms, fail to prepare for social or military crises, and yet never be brought to task for whatever crime or failure—they have only, they say, carried out the people’s will; if the masses are stupid or selfish or easy-going or short-sighted, who are their humble rulers to be blamed?
